Arrest made in 2022 vehicle theft
After more than four years, a case involving a stolen vehicle and burglary in Ray County has led to the arrest of an Excelsior Springs man.Ryan D. Halberstadt, 34, is charged with first-degree tampering in connection with a March 2022 incident.A warrant for Halberstadt’s arrest was issued on April 4, 2023. The warrant was served on April 18, 2026, and Halberstadt was taken into custody.He recently appeared in court and entered a plea of not guilty to the charge before Eighth Judicial Circuit Court Judge Lori Jeanette Baskins.Halberstadt appeared in custody by video and initially represented himself before requesting the appointment of counsel. The court found Halberstadt to be indigent and appointed the public defender’s office to represent him, with attorney Rebecca Marie Abeln entering her appearance on his behalf.
