LIBERTY – Kansas City Planning and Zoning officials stopped work on the Clay County Commission’s $20 million annex. Kansas City officials did not weigh in on the merit of a new annex. They stopped work to clear the site only because county officials behind the building plan did not make sure the contractor had a permit to clear the seven-acre site.
