Council makes changes related to marijuana sales, transit, offenses
The Excelsior Springs city council met recently and passed three new ordinances. Each new ordinance amended portions of laws already in place to abide by Article 14 of the Missouri Constitution relating to marijuana sales, transit and criminal offenses.
Police Chief Gregory Dull presented the council with the new ordinances and said, “The first ordinance is a proposal to amend Chapter 233 to conform with Article 14 of the Missouri Constitution relating to marijuana cultivation.”
Chapter 233 initially noted that any person using marijuana has to be a qualifying patient, a resident with a valid identification card issued by the Missouri Department of Health and Senior Services. Also, only a primary caregiver could administer the use of marijuana as an individual who has the responsibility for managing the well-being of said qualifying patient and who also possesses a primary caregiver identification card.
