An election meant to settle future growth around Excelsior Springs has instead opened a new question over who controls the land after both Excelsior Springs and Mosby voters approved overlapping annexations.Unofficial results from the Clay County Board of Election Commissioners show Excelsior Springs voters approved the measure with 802 votes (56.36%) in favor and 621 votes (43.64%) opposed, for a total of 1,423 votes cast on the question.
