The legal fight over who controls disputed land west of Excelsior Springs has moved beyond paperwork, with the annexation case making its first appearance before a judge, resulting in multiple rulings.The lawsuit stems from competing annexation efforts approved by voters in Excelsior Springs and Mosby during the November 2025 election. Both cities passed measures seeking to annex portions of the same unincorporated area west of Excelsior Springs, primarily along Cameron and Rhodus roads. Because the approved annexation boundaries overlap and require judicial approval before taking effect, neither city may finalize annexation or exercise municipal authority over the disputed territory until a judge determines which city, if any, has legal priority under Missouri law.During the first hearing in the case, Seventh Judicial Circuit Court Judge Timothy J.
