Haslett arrested on multiple charges
Local man faces charges of first-degree rape, kidnapping and second-degree assault
A local resident was arrested Friday following an investigation into an alleged kidnapping and rape case.
Suspect Timothy Haslett Jr. was arrested Oct. 7 on charges of first-degree rape, first-degree kidnapping and second-degree assault. The arrest was made by Excelsior Springs Police and the Clay County Sheriff’s Departments, who worked together on the case.
Just after 7:45 a.m., Friday, Oct. 7, police received reports of a woman “banging and screaming on neighboring doors,” in the area of Old Orchard Ave., said Lieutenant Ryan Dowdy. Neighbor Lisa Johnson called 911 after noticing the woman.
“She told me she was being held and that the person she was being held by lived up the street,” said Johnson, in a KCTV 5 media interview.
Dowdy said during an Oct. 7 press conference, “it was readily apparent that she was being held against her will for a significant period of time.”
When officers arrived, the woman was “wearing latex lingerie and had a metal collar around her neck with a padlock and duct tape around her neck,” according to the probable cause statement.
The woman told authorities that Haslett picked her up “on Prospect in Kansas City at the beginning of September 2022.”
“She advised Timothy had kept her in a small room in the basement that he had built. He kept her restrained
FBI, 3 and ankles,” according to the statement.
The woman was transported to the Excelsior Springs Hospital with Sgt. Samantha Nash-St.John.
According to the probable cause statement: “As the ambulance drove by 301 Old Orchard Ave., T.J. (the victim) indicated it was the residence where she was held as a hostage.”
“Timothy had whipped her while she was restrained. There were injuries on Jones’ back that were consistent with this description… T.J. advised that Timothy had raped her multiple times and frequently while she was held as a hostage,” the statement revealed.
The ESPD and Clay County Sheriff’s Department worked together to take the suspect into custody the morning of Oct. 7.
“At about 0841 hours (8 a.m.), Haslett arrived in a gray Dodge Ram pickup … Officers conducted a felony traffic stop of the vehicle and took Haslett into custody on an unrelated animal control violation,” according to the statement. “Haslett did not make any statements at the time of the arrest.
Haslett currently has three active warrants for failure to appear from Clay County, Cooper County and Liberty.
Police worked to get a search warrant and was granted the warrant by Judge Louis Angles. They began executing the warrant on Oct. 7.
“Excelsior Springs police officers observed a room in the basement consistent with what T.J. had described,” the statement reported. It was also noted that Haslett had numerous firearms in the residence.
Charges were filed by the Clay County Prosecutor’s Office the night of Oct. 7.
“Although Mr. Haslett has been arrested and charged, this is still an active investigation and additional charges could be forthcoming if evidence of additional crimes are uncovered,” said Excelsior Springs Police Chief Gregory Dull.
Multiple investigative agencies have worked with area investigators to conduct the search warrant, including the FBI.
“The FBI is providing assistance,” said Bridget Patton, FBI’s Public Affairs Specialist, declining any further comments.
Investigators also had a cadaver dog on the scene. “We can’t report on the actual findings of the dog yet,” said Dowdy.
The agency with the cadaver dog is expected to give a report of their findings soon, “whether it was positive or negative. We just want to make sure we leave no stone unturned,” he said.
“You guys (press) have probably been out here (Excelsior Springs) more than we would like to see you guys out here in the last few weeks and months, but every time that you come out here, I think that is the message that seems to rise up is that the Excelsior Springs community steps up and helps each other,” said Dowdy.
