EXCELSIOR SPRINGS – Community center expansion is set. On April 5, the City Council approved hiring SFS Architecture Inc. of Kansas City to design and plan Phase II, consisting primarily of building an outdoor swimming pool. Reiterating a March 31 memo, City Manager Molly McGovern told City Council members SFS’s services would cover planning and schematics, design development, construction documents, procurement bidding and construction administration, McGovern said. Center director Jesse Hall will serve as the city’s on-site representative, McGovern said. Other city responsibilities she cited include estimating costs and assessing security.
