A proposed zoning amendment aimed at expanding short-term rental opportunities during major regional events failed to advance due to the lack of a second by the Excelsior Springs City Council to move the ordinance forward.The proposal would have amended Title IV, Chapter 400 of the city’s zoning code to allow short-term rentals outside the Downtown Tourist District to operate by right during major regional events declared by the council. Under current regulations, short-term rentals outside the district require a special use permit to become operational.
