Two candidates have qualified for the Excelsior Springs City Council and because there were no other candidates vying for seats, the two incumbents will keep their seats at the table. However, the matter will still appear on the April 2 ballot. The candidates – Incumbent Stephen Spear and John McGovern. To allow voters insight and candidates’ views on important subjects, The Standard asked all candidates to respond to a questionnaire. BACKGROUND INFORMATION The Standard asked each candidate to list their age, address, marital status, children, highest grade completed, employer and relevant political experience. McGovern: The 75-year-old retired Excelsior Springs resident has a masters degree in criminal justice administration. He served as Excelsior Springs Police Chief for 35 years.
