HIGGINSVILLE – Senate support remains iffy for an eight-year, $1.2 trillion bipartisan infrastructure plan, but the plan is advancing, U.S. Rep. Emanuel Cleaver II said during a visit to Higginsville. “We think we have at least the framework for a deal that was agreed to over at the White House a few weeks ago with Republicans and Democrats, and if it is approved – and I think it will be – then it’s going to offer us a chance to do a lot of things in terms of infrastructure,” Cleaver said. Republicans at first agreed to the plan, then waffled, based on concern that President Joe Biden would hold the plan hostage to get a larger, Democrat-backed economic package. Biden later made clear one plan would not jeopardize the other, which brought some Republicans back on board. “The waters have been calmed,” Sen. Mitt Romney, R-Utah, told The New York Times.
