The smaller of the two “infrastructure” bills before Congress earlier this month has become law and that is a good thing for spurring the economy. The larger of the two spending bills has not passed, has been misidentified and faces an uphill Senate battle. House Republicans and Democrats together passed the smaller $1 trillion bill last week. Thirteen Republicans split with fellow party members to approve the bill and for that reason have come under fire within their party. President Trump’s $2 trillion plan in 2020 lacked enough bipartisan support to pass. At the other end of the political spectrum, some Democrats snubbed this year’s infrastructure plan because they wanted to assure their bigger “human infrastructure” bill passed, too.
