Many bills filed in the Missouri General Assembly are dead on arrival, and that is for the best. But some bills are DOA because they make lawmakers uncomfortable. House Bill 590 is a case in point. The public has heard next to nothing about HB 590, which is exactly the way the bill will go down in history – “a nothing.” The bill most likely will be relegated to a lonely hole in obscurity in a back corner of the politcal graveyard. But if only for the few moments readers spend considering the idea, the bill will have known life. HB 590 would require all public officials to maintain a direct phone number and email address for the purpose of constituent contact. That is never going to happen. But does anyone see any good reason why members of the public should not be able to get on the phone to call a lawmaker, a city council member, a school board member or other elected official who chose to run for office under the promise, or is it just a pretext, of representing voters?
