A request to allow alcoholic beverages on the streets of the Excelsior Springs Entertainment District has ignited controversy in the city. The Downtown Excelsior Partnership approached the Excelsior Springs City Council regarding the opportunity to allow for open containers of alcohol within an entertainment district similar to that which other successful downtowns have allowed. The ordinance request states “The purpose of this article is to encourage the location of entertainment, retail and restaurant uses within a limited defined area of the city hereafter referred to as the entertainment district.” The request also addresses regulations, such as: • Possession/consumption of any alcoholic beverages in an approved container and dispensed or sold by a registered establishment is authorized within the boundaries of the District, Wednesdays to Saturdays, from 11:00 AM to 10:00 PM, two drinks per person • No person shall hold in possession on the streets and sidewalks, in parks and…
