City Council approves revisions to nuisance, cemetery regulations

EXCELSIOR SPRINGS – The City Council has further defined visual eyesores that constitute nuisances. On Dec. 7, the council tweaked two sections of the city code covering nuisances. The revisions resulted from a request submitted by neighborhood specialist/codes officer Laura Mize. “The Community Development Department is in a constant process of code review to ensure that the ordinances being enforced are as up to date and clear as possible,” Mize stated in a Dec. 1 memo to city leaders. “It was noted that the nuisance code lacked a ‘junk and debris’ ordinance, which is a critical tool for the code officer. The traffic code (Section 392) did include an ordinance stating that ‘junk’ was declared a public nuisance; however, the department understood that it was important that Section 235, which enumerates nuisances, should include a ‘junk and debris’ ordinance.” The ordinance states creating a nuisance involves “placing, causing, keeping, maintaining or permitting” more than 20 items,…
