Senate Bill (SB) 936, an act that would create provisions relating to new programs for post-consumer paint recycling, is gaining support in Excelsior Springs. Currently, the bill has been prefiled as of Dec. 1, 2023. It is sponsored by state Sen. Mike Bernskoetter, who represents Missouri’s sixth district, and has gained support from local leaders, including the Director of Public Works, Chad Birdsong. Birdsong said most of the state has little to no services for proper paint disposal, and the new bill would put the responsibility for end-of-life and leftover paint back on the paint industry. According to the bill, any organization selling or producing paint will be responsible for submitting a plan for post-consumer paint disposal to Missouri for approval. Once a plan is established, the program will be structured to achieve goals including: • Decrease the manufacture of post-consumer paint. • Promote reusing and recycling post-consumer paint. • Manage post-consumer paint waste…
