LIBERTY – After another court fight, Clay County agreed Dec. 7 to submit to Kansas City’s zoning authority. When Clay County decided to build a controversial, $20-million annex inside Kansas City, the city acted to enforce zoning rules. The county reacted by taking the familiar step of going to court. Also familiar: Commissioners Gene Owen and Luann Ridgeway backed the legal action and Presiding Commissioner Jerry Nolte did not. Reached Dec. 11 by phone, Nolte said he did not know about the settlement, which is not the first time he has been left in the dark about court actions involving the county. In September, no one bothered to tell Nolte the county had filed suit against Kansas City.
