The Missouri State Auditor’s Office (MSAO) has released a report revealing misconduct following an audit of the City of Excelsior Estates.The audit was initiated in response to a whistleblower complaint and revealed $37,000 in improper payments. Additionally, it uncovered more than $200,000 in questionable payments to a business associated with Gary Fesenmeyer Sr., former Excelsior Estates mayor, according to MSAO.
