• NO ACCOUNTABILITY? • HOLD PUT ON FUNDS • $29M+ LEFT IN LIMBO LIBERTY – A full-court press failed to push Clay County Presiding Commissioner Jerry Nolte to sign off on more than $29 million in Coronavirus Aid, Relief and Economic Security Act funding. He said he signed, reluctantly, only because he felt the agreement to receive funding would do more good than harm. But he added a note to the funding agreement outlining his concern about the lack of checks and balances – the county is liable if a city spends any of the CARES Act money incorrectly. The state rejected the agreement because of Nolte’s note. The money remains in play only if Nolte resubmits the agreement without the note, the Missouri Treasurer’s Office confirmed Tuesday. If cities will take responsibility to cover the cost for making any CARES spending errors, as he is asking them to do, then he will sign the agreement without comments, he said.
