Mosby’s bid to annex disputed land in Clay County remains alive after a judge denied Excelsior Springs’ request to dismiss the case without a trial.The ruling keeps in place a legal dispute between Excelsior Springs and Mosby over competing efforts to annex the same unincorporated property in Clay County.Both cities approved measures in November 2025 that include overlapping portions of land west of Excelsior Springs, primarily along Cameron Road and Rliodus Road. Because each municipality claims authority over the same territory, Missouri law requires a court to determine which city, if any, has the legal right to proceed before the annexations can take effect.Excelsior Springs asked the court to approve its annexation and rule that it obtained prior jurisdiction over the disputed territory.
