Possible sober living home stirs public concern
A sober living home on Dawn Avenue is raising alarm among neighbors, with one Excelsior Springs resident demanding answers about how the facility began operating without notice or permits.Cody Montroy, who lives on Todd Street, recently raised concerns to the Excelsior Springs City Council about a house at 21 Dawn Avenue being used as a halfway house. The residence is an Oxford House, Inc., a national nonprofit operating sober living homes.Montroy became aware of its use only after observing people working inside and noticing what he believes are unapproved construction changes.“As a father and a taxpayer, there are kids that live on that street,” said Montroy. “I think we’re mature enough here to know what a halfway house brings.
