EXCELSIOR SPRINGS – Former City Councilman Brad Eales and his wife, Brenda, finalized an agreement with the city for property at 120 E. Broadway Ave. The City Council approved the agreement with Eales Investments LLC on April 19 – Brad Eales’ last day as a council member. He lost his seat in the April 6 election to Stephen Spear. The council approved the agreement after the swearing-in ceremony for Spear and Sonya Morgan, who won re-election. Eales Investments is receiving a Chapter 353 tax abatement, which cities may grant to companies that renovate blighted property. Neighborhood specialist Laura Mize told city leaders “extensive work has been done” to rehab the property. “The exterior work included a roof replacement, lead paint removal, masonry repair and paint on the exterior, new windows and doors, and a catwalk for the HVAC (heating, ventilation, air conditioning) units,” Mize stated in an April 19...
