She was born at home to Virgil and Anna (Baker) Milligan of Knoxville, MO on Nov. 9, 1937. She was one of nine siblings. She married Arthur Eugene (Gene) Elam on Jan. 23, 1955, and had three children, Rhonda, Randy, and Mark, and moved to Excelsior Springs in 1964. She was a Christian.
