The annexation dispute between Excelsior Springs and Mosby has expanded yet again, with county election officials asking a judge for guidance as to voting locations for residents affected by the contested boundaries ahead of an upcoming municipal election.The request was followed by a temporary court stay order of both cities’ annexation ordinances and election results while the lawsuit proceeds.The request was filed on Feb. 3 in the ongoing lawsuit stemming from competing annexation measures approved by voters in Excelsior Springs and Mosby during the November 2025 election. Both cities passed measures seekingto annex overlapping portions of unincorporated land west of Excelsior Springs, primarily along Cameron Road and Rhodus Road, triggering a legal dispute over which municipality holds priority jurisdiction under Missouri annexation law.
