Congressional legislation could end federal law encouraging businesses to employ workers with disabilities

RICHMOND – If the $15 minimum wage proposal returns to Congress, then a controversial aspect of the plan would face bipartisan opposition from Emanuel Cleaver II, Sam Graves and other federal lawmakers. As part of the wage increase plan, President Joe Biden’s administration proposes ending Fair Labor Standards Act Provision 14(c). Opponents say doing so would be a death blow to sheltered workshops. Supporters say ending14(c) would mean the handicapped, often paid less than the minimum wage, would be paid equal to all minimum-wage workers. This fair-sounding effort has garnered support, including from the U.S. Commission on Civil Rights. Opponents say the expected mortal blow targets the incomes and social connectivity provided by sheltered workshop to employees nationwide, including in Ray and Clay counties. This position is taken by almost all parents and guardians of workshop employees, based on a commission’s own survey....
