Body EXCELSIOR SPRINGS – A 92-year Excelsior Springs tradition is not happening this year because of COVID-19.

THE 92ND ANNUAL Bill Payne Halloween Party in Excelsior Springs has been called off – like many other traditional events in Clay and Ray counties – because of the continuing threat from COVID-19.
