THE MISSOURI STATE Auditor’s Office (MSAO) recently released an audit of the city of Excelsior Estates after a report was filed through their whistleblower hotline. The audit revealed $37,000 in improper payments and more than $200,000 in questionable payments to a business associated with Gary Fesenmeyer Sr., former Excelsior Estates mayor, according to MSAO.
