A sweeping update to Excelsior Springs’ animal control fees, household pet limits and licensing requirements was tabled after council members raised concerns about removing the long-standing tag requirement.Ordinance No. 26-02-04 was presented by Excelsior Springs Police Department Captain Robert Warner, who told the council the existing fee schedule does not accurately reflect the city’s real expenses.“The fee schedule has been in place since August 1 of 2014, and it no longer reflects the city’s actual cost to provide Animal Control Services,” said Warner.The ordinance also includes broader code revisions affecting how many animals may be kept at a residence, which animals are permitted within city limits and how rabies vaccination compliance is defined.“It includes three key changes,” explained Warner. “It adjusts the household animal limit from two dogs and two cats to four animals in total and any combination of dogs ...
