EXCELSIOR SPRINGS – City leaders have secured the law firm, Polsinelli PC, Kansas City, to advise on the Hall of Waters, and approved three other contracts. The Capital Improvements Authority will finance the work, with a $10,000 cap, City Manager Molly McGovern stated in a Jan. 25 memo to city leaders. The council approved the agreement Feb. 1. The Polsinelli lawyer will help create “an ownership structure,” McGovern said, adding, “Our goal is to be eligible for historic tax credits.” Missouri’s Department of Economic Development, or DED, offers the Historic Preservation Tax Credit. “This program incentivizes developers to maintain the integrity of our historic buildings, giving them new life,” the DED’s website states. Built during President Franklin Delano Roosevelt’s first term, the facility is linked to an era when Excelsior Springs was known for its mineral water baths.
