Proposed county constitution ready for voters

LIBERTY – Voters will determine Clay County’s future at the polls Nov. 3. They will vote either to keep or change the present form of county government. Since the 1960s, voters have been asked several times to change how county government operates. Each time, two sides emerged: champions for change and bastions for the status quo. Both sides are again evident as Election Day approaches. The public will like what they see in this plan, change advocate Greg Canuteson said. “We increased contact with the public policy-makers,” he said, by enlarging the County Commission. More commissioners paid less money is among several proposals in the document Canuteson helped to craft. At the same time, the number of commissioners who can set public policy would increase from three to seven; five non-policy-making officeholders would be appointed versus elected, he said.
